Zhejiang International Studies University International Student Management Measures (Trial)


Chapter I General Provisions


Article 1  

To standardize the management of international students (hereinafter referred to as "students") at our university, further promote and develop international student education, and safeguard the legitimate rights and interests of students, these regulations are formulated in accordance with relevant national laws and regulations and the actual conditions of the university.


Article 2  

These regulations serve as the basic guidelines for the management of international students at the university and apply to all colleges (departments), research institutes, and other units under the university. The term "international students" refers to foreign citizens who hold student visas issued by Chinese embassies or consulates and are enrolled in degree or non-degree programs at the university.


Article 3  

The university shall focus on talent cultivation. The management of international students shall adhere to the principles of being people-oriented, respecting educational rules, respecting foreign cultures, and combining education with management, steadily advancing the educational management process for both Chinese and international students.


Chapter II Rights and Obligations


Article 4  

During their stay at the university, international students shall enjoy the following rights as well as other rights stipulated by Chinese laws and regulations:  

1. Participate in educational and teaching activities arranged by the university and use the educational resources provided by the university.  

2. Participate in student organizations, cultural, recreational, and sports activities.  

3. Apply for Chinese government scholarships, provincial (autonomous region or municipality) government scholarships, and university scholarships.  

4. Receive fair evaluations in terms of moral character and academic performance, and obtain corresponding certificates upon completing the required studies.


Article 5  

If students have objections to disciplinary actions or decisions made by the university, they may file an appeal with the relevant university departments. If the university or its staff infringes upon their personal or property rights, students may file an appeal or take legal action.


Article 6  

During their stay at the university, international students shall fulfill the following obligations:  

1. Comply with Chinese laws, regulations, and university management systems.  

2. Pay tuition and related fees as required.  

3. Adhere to student conduct standards, respect teachers, and develop good moral character and behavior.  

4. Study diligently and complete the required coursework.


Chapter III Categories, Enrollment, and Admission


Article 7  

The university provides degree and non-degree programs for international students. Degree programs include undergraduate and graduate studies. Non-degree programs include language students, general advanced students, senior advanced students, research scholars, and short-term program students.


Article 8  

The International College is the centralized management department for the enrollment of all types of international students. All colleges and relevant functional departments shall cooperate to arrange curricula, conduct enrollment promotions, and manage admissions examinations.


Article 9  

The university shall establish enrollment procedures, publish enrollment regulations, and admit international students in accordance with regulations. Programs accepting international students must be open to foreign students. Establishing new degree programs for international students requires approval from the relevant educational authorities.


Article 10  

Admission standards for all types of international students shall be determined by the International College in collaboration with relevant colleges and functional departments. The International College is responsible for qualification reviews, admission procedures, issuing admission notices, and assisting students in obtaining Chinese study visas.


Chapter IV Registration and Enrollment


Article 11  

Newly admitted students must report to the university with their passports, admission notices, valid visas, and health certificates within the specified period to complete enrollment procedures, including registration with local police and residence permits. Students unable to enroll on time must request leave from the relevant departments. Those who fail to report within two weeks (inclusive) without valid reasons or force majeure will be deemed to have forfeited their admission. Self-funded students must pay tuition and accommodation fees in full upon registration.


Article 12  

Upon enrollment, the university may conduct health checks in accordance with Chinese government regulations. Students who meet health requirements will be registered and granted student status. Students diagnosed with illnesses by designated health authorities and deemed unfit for study may retain their admission eligibility for one year. If they recover and pass a re-examination, they may reapply for enrollment. Those who fail the re-examination or fail to enroll on time will lose their admission eligibility.


Article 13  

Students who obtain admission through fraud or malpractice will have their student status revoked immediately upon discovery.


Chapter V Academic and Student Status Management


Article 14  

Students who complete all required courses, achieve passing grades and credits, and meet graduation requirements within the stipulated period will be granted graduation and awarded diplomas and degree certificates.


Article 15  

Students unable to complete their studies within the stipulated period due to force majeure may apply for an extension. Those who fail to complete their studies within the maximum period (six years for undergraduates) will be issued a completion certificate.


Article 16  

Withdrawn students will receive a withdrawal certificate. Those who have studied for one year or more will also receive a certificate of attendance.


Article 17  

Graduation certificates for international students will be applied for by the International College through the provincial education department to the China Scholarship Council. Completion certificates, attendance certificates, or study certificates with English translations will be provided by the International College.


Chapter VI Transfer and Change of Major


Article 18  

International students are generally not allowed to change their major or transfer to another institution after enrollment. In special cases, students must submit a written application to the International College, which will be reviewed and approved by the relevant college and the university.


Article 19  

Non-self-funded students must obtain formal approval from their home country's embassy or relevant sending organization to transfer or change their major.


Article 20  

Chinese government scholarship students must obtain approval from the China Scholarship Council to change their major or transfer.


Chapter VII Leave of Absence, Reinstatement, and Withdrawal


Article 21  

Students who miss more than one-third of the semester's classes due to illness or personal reasons, or who are diagnosed with illnesses requiring extended treatment, will be granted a leave of absence.


Article 22  

Students on leave of absence retain their student status for one year. Those who fail to return after one year or do not apply for reinstatement on time will be withdrawn.


Article 23  

Self-funded students seeking reinstatement must apply three months in advance and obtain approval from their college and the International College. Chinese government scholarship students must obtain approval from the China Scholarship Council.


Article 24  

Students will be withdrawn under the following circumstances:  

1. Failure to meet the minimum credit requirements under the credit system.  

2. Failure to complete studies within the maximum period (including leave of absence).  

3. Failure to apply for reinstatement within two weeks after the leave period or failing the reinstatement review.  

4. Diagnosis of illnesses prohibited by Chinese law for residence in China.  

5. Absence from classes for two consecutive weeks or a cumulative total of three weeks in a semester without approved leave.  

6. Failure to register within two weeks of the semester start without prior written notice to the International College.


Article 25  

Withdrawn students must complete procedures to shorten their residence permits and leave China within the stipulated period.


Chapter VIII Campus Order and Extracurricular Activities


Article 26  

The university encourages and supports international students and student organizations to conduct academic, scientific, artistic, cultural, recreational, and sports activities that promote physical and mental health, provided they do not disrupt normal campus order.


Article 27  

The university encourages, supports, and guides international students to participate in social practices, community services, and part-time work, providing necessary assistance as appropriate. Students must comply with Chinese laws, university regulations, and employer policies when engaging in part-time work.


Article 28  

International students must abide by Chinese laws, university regulations, and maintain campus order, creating a civilized, clean, safe, and pleasant learning and living environment. Students must not engage in activities such as excessive drinking, fighting, gambling, drug use, or the dissemination of illegal materials. They must not participate in illegal pyramid schemes, religious proselytizing, or activities that harm the image of university students or social morality.


Article 29  

International students organizing assemblies, parades, or demonstrations must obtain approval in accordance with Chinese legal procedures. Unapproved activities will be stopped by the university or reported to public security authorities for forced cancellation.  

With university approval, students may celebrate their national holidays, independence days, or traditional festivals at designated times and locations on campus. However, activities must not contain anti-China, obscene, or offensive content. The university reserves the right to terminate inappropriate activities.


Article 30  

International students using the internet must comply with relevant regulations and must not access illegal websites or disseminate harmful information.


Article 31  

International students forming or establishing student organizations must follow university procedures and Chinese laws. Unapproved organizations are prohibited.


Chapter IX Rewards and Punishments


Article 32  

International students who comply with Chinese laws, university regulations, study diligently, respect teachers, and achieve excellent academic performance will be rewarded by the International College.


Article 33  

Students who violate university regulations, damage public property, engage in excessive drinking, fighting, or other misconduct will face disciplinary actions, including warnings, severe warnings, demerits, probation, forced withdrawal, or expulsion. Disciplinary decisions will be announced to the student and notified in writing to the relevant embassy, sending organization, and guarantor.


Article 34  

Students on probation who show significant improvement within one year may have their probation lifted. Those who fail to improve will be forced to withdraw and must leave China immediately.


Article 35  

Students who violate Chinese laws will be handed over to public security authorities and face corresponding university disciplinary actions.


Chapter X Departure from the University


Article 36  

International students must leave the university within 15 days of transferring, taking a leave of absence, withdrawing, being expelled, graduating, or completing their studies.


Article 37  

All international students must complete departure procedures before leaving. Students who leave without completing these procedures will have their guarantor or sending organization held accountable.


Chapter XI Supplementary Provisions


Article 38  

These measures take effect upon issuance and are interpreted by the International College.
